State performance in the mining sector : a complex concept with multiple dimensions
In view of the results of the literature review, the discussions during the workshops, and the interviews, a varied picture emerges on the mining reforms’ impacts on the state's performance in governing the artisanal mining sector of the 3Ts. Positive changes are observed in some aspects, while blockages also persist. For example, the Congolese state has increased its presence at artisanal mining sites, ZEAs have been demarcated, taxes are paid legally and several mining cooperatives have been established. However, the state still struggles to deploy in areas unsecured by armed groups, to finance the local development of mining sites, and to pay its agents deployed on mining sites properly. These agents are, however, the keystone for the success of the reforms under way.
As a result, it is currently difficult to conclude that the mining reforms in eastern DRC, which were initiated to put an end to the existence of "conflict minerals" and underdevelopment, have really contributed to a return to peace and strengthened state accountability.
